This is simple business. Capt. Morgan was about to leave PR for Central America. USVI was smart enough to keep them within a US territory by giving them a nice incentives deal. Simply business, smart business.

I doubt Puerto Rico would let loose of a major tax boon so easily, but if it’s true, it is indeed their own fault.
